FEMA could post four of five trains loaded with non-perishable emergency equipment and supplies around the country.  The trains could provide interm support for local emergency.  The trains could be pre-postioned in areas of concern, for example, the gulf coast during the hurricane season or near a metropolitan area during a potential terrorist alert etc.
