Many communities across the country STILL do not take part in FEMA/DHS command /communicatoins, unified safety protocols and integrated training in disaster reponse. I submitt that this is largely a city council, managment, and leadership issue. I think, in the very near future we (as a collective) must DEMAND that municipalities take part in, at least communications and NIMS. Without the unified response, we FAIL, and that cant happen again. I submitt that if a grant is to be given to a municipality for ANYTHING disaster related, they MUST join NIMS or have a 'working' relationship with  the federal government, AND they must be working on, or already have a mutual-aid agreement with thier surrounding depts. You would choke if you knew just HOW MANY depts across this great land have not done this yet. Its ten years later everybody, its time to hold some feet to the fire!!
