The idea is to foster and leverage the services of Small Business Development Center personnel in each state and territory that have experience/knowledge in the business continuity arena, to assist the small/medium sized business in developing their plans for the PS-Prep initiative through a structured program under FEMA/SBA. 

Many of the consultants are already in place, they know the small business community, and they are already seen as a resource for these business owners.  The services are provided at no fee and through one-on-one consulting, either in the office setting or at the business location.  The structure is already in place and simply needs to be fostered as a resource and potentially additional training for the consultants from FEMA/SBA.
