We have invested $27B in grants to help states and locals prepare, but a fraction of that money has been focused on Community Preparedness.  Modify the requirement of all FEMA grant funded programs to provide civic engagement and education on the programs.  Then use one of the established .gov websites to share the ideas and actions with other grant receipients.  Understanding, acceptance, and inclusion are the best ways to involve communities in disaster preparedness.
