I think prior to any crazy complex project, start simple. Create a free downloadable smartphone app that receives alerts based on a user's location. For people that travel, visit friends and family, or are on vacation, they would not have to worry as much about how to get emergency alerts for hazards they may not be used to. Once the alert comes up, it could even give an option to look at recommended actions to take or where to get more info.
