I think the government should prepare town and city preparation by presenting a plan of neighborhood communication by two way radio's. They should offer rebates on two way radio's per household to encourage the use and storage in times of disaster. The government and and State should encourage towns to educate people on the use and communication of the devices.

When this plan is implemented schools, firestations, police stations, town halls, vna's, etc.. should have meetings for children, elderly, and others to get together to brush up on information for disaster situations. Display the use of the two way radio's, sectioning off towns, two different radio stations. There also should be one person designated per area or town to broadcast emergency messages with information about the status of the situation and emergency needs.
