Citizen Preparedness Basic and Advanced Course


1. Develop a curriculum that can be broken out for Semester and Trimester format, for each of Basic Citizen Preparedness and advanced Citizen Preparedness courses.

2.  Make the curriculum freely available.

3.  Include an exam assemble randomly from a question pool for passing the "Basic" and "Advanced".

4.  Make these available as electives in all high schools and colleges that receive federal funds, as well as to be taught by by any other group that wants to participates.

5.  Passing each course results in a certificate, useful for continuing education or elective credits at high schools and colleges.

6.  Make the courses cover at least the following topics, with homework assignments to complete related tasks:
    a. First Aid, CPR, AED
    b. Creating a Family Emergency Plan
    c. Creating a preparedness kit and keeping it up to date
    c. All about Citizen Corps programs
    d. All about VOAD agencies
    e. How and where to Get Assistance
    f.  Selecting and Operating a Fire Extinguisher
    g. What to do in your home and neighborhood until help arrives
    h. Basic Infection and Contagion Controls for Citizens
    i.  Basic rescue techniques for Automobile, Drowning, Choking, Fire, Electrocution, Structure Collapse and so on with emphasis on avoiding becoming a secondary victim
    j. Understanding NIMS
    k. Shutting off utilities (plumbing, electrical, gas pumps, etc) in case of emergency
    l. Personal security in the event of a disaster
    m. How to evacuate and what to expect
    n.  Storing, maintaining and preparing food and water
    o. Keeping a personal disaster/incident log
    p. Surviving a shooting, bombing, chemical or radiological attack
    q.  Assessing home and neighborhood preparedness
    r. Dealing with lack of electricity, other technologies and utilities
    s. Dealing with Children, Pets, Disabled Persons and other special cases
    t. Physical Fitness and Readiness issues
    u. How to shelter in place or shelter while traveling


7.  Provide recognitions and incentives to schools, communities, civic service organizations, faith based groups, businesses and individuals for implementing the training.

8. Review and update the curriculum annually.

9.  Provide the course to adult immigrants.

10. Promote it on social media and mass media.

11. Include daily class presentations pre-recorded for distribution via YouTube, National Public Radio, and so on.  Get Government dignitaries to present an installment, such as an astronaut, a President, a Homeland Security Chief,  A soldier, a postal worker, and so on.

Every High School today provides classes on history, government, civics, arts.  We should actively involve our educational institutions in and communities to provide functional, practical readiness skills and preparedness training.
