Reverse 911 application on Citizen Corps
How do those involved in community volunteer organizations/ Citizen Corps know about the situation?
Indeed not all emergencies simply effect an area where volunteers exist but sometimes volunteers need to be called upon to come and give existence.
How do Emergency Managers activate the volunteers/ get a hold of them and inform them? As far as I know they are only self activated because they are directly involved in the situation or they are not activated at all or else the capability is limmited.
May I suggest the following?
Is there additional application to the reverse 911 system/ can we use the reverse 911 system to communicate to Citizen Corps personnel? A: (reverse 911 is where instead of the citizens calling 911, 911 calls and notifies the citizens. Reverse 911 has a system in place where a computer generated map has the information of all the people in that area. With the mouse they click and create a box to highlight all of the people in the possible effected area at which the phone numbers of those that exist in the system are called and a computer generated alert is given to the citizens highlighted. What could happen is to create another layer in the system that includes those involved in the Citizen Corps programs. With this layer the general public would not know of the call but rather the trained and willing individuals could be notified of the situation and given directions to report to the scene.)
If this were in place a more dynamic system would exist to manage the situation. Emergency Managers would have a powerfull tool to connect to the communities. You could better activate who you need, better call on additional assistance, better inform the volunteers about what is needed or what happened.
