A Coded Message Board


I have a concept for a tool that might help the CERT Team conduct their neighborhood assessment after a disaster occurs:

  • Quickly determine and treat those that need of medical assistance,
  • Complete their neighborhood assessment report to the local fire department, and
  • Return faster, to their own homes. 

That tool is a Message Board, similar to the sign used by the Department of Transportation, placed on bulk transport containers, warning at a glance, of the material / chemical being transported.  That sign is made up of pages (like a book) with the open book showing two pages (a sign) that forms a message.  In this case, the book of signs would be opened to the appropriate page by the home occupants, by one of the responsible neighbors, or by the CERT Team as they survey the neighborhood and discover no sign. Once opened to the appropriate page, it would be hung on the open front door and the door closed locking the sign and the page in place.  If the home were unoccupied, the sign could be physically attached to the front door with 3-M VHB double stick tape.

Using a Two Digit Numeric Code, the Message Board could confirm the following information,

  • The home is not occupied, or the number of occupants.
  • The occupants need no medical assistance, or the specific type of assistance needed,
  • The occupants need no special assistance, or the specific type of assistance needed,
  • The home is structurally sound, or not,
  • The home is damaged, or the nature of the damage.
