Front end loaders, forklifts and Dump trucks contributed to exhaust gases created problems within the Dome. I would not use skids to put sandbags on because it is time consuming and requires more space when you could have more volunteers inside rather than thousands outside. Forklifts then take skids and load on tractor trailer flatbeds, then they go to the levee or distribution site. It seems under these conditions to leave the bags where they are and use a front end loader to pick up and use dump trucks rather that flatbeds. Volunteers then only have to lift each bag once until they reach the levee site reducing time and energy stacking on skids. Volunteers could be sandbagging rather than wasting energy by putting them on skids. Use of all the machines that are on the market were there, getting clogged and wasting time, while 100 volunteers stand around watching. If we had volunteers from different counties sandbagging rather than everyone coming to the flood we could have DOT or National Guard Dump trucks deliver to the levee or declared site once a disaster has been declared and as long as the Governor declares in time to produce the sandbags needed to get the job done. Volunteers from other states came to the aid but had to sleep in their cars or vehicles because all the motels were full due to the in flux of volunteers. The logistics can determine where the sand and gravel locations are for delivery to a sandbagging site such as school parking lots or any public parking lots. Organize the pick up of sand and then ship to the sandbagging sites and then delivery to the levee or community needed. If we could get 100 counties with 1000 volunteers produces 7,500,000 and hope thats all they need.
