In case of an emergency like a hurricanes, tornados, Earthquakes, etc. One of the first things that goes is infrastructure. What I would like to propose is that for small communities have the training to assemble temporary emergency shelters . Similar to the disaster in Haiti where even today people are still displaced from the lack of shelter. This can be achieved by keeping fast constructed thin plastic paneled Shelters in regional deployment sites that can either be assembled into single sleeping quarters or into emergency clinics for surgical or medical or even cooking stations. They would lay flat and can be assembled with simple pop clips where needed and transported easily. This is also something that can be constructed and stored ahead of time.
