Bug out drill
Test the ability of a community to evacuate from the town or city center. Make community plans that include outreach, decision process, notification, news media role, special needs and confined populations, schools, traffic control, remote sheltering, ride-sharing, evacuation pickup points for individuals/families who don't have a car, health care, electric power capacity and support, sanitation and quarantine, family reunification, and coordination with and support from and to exurban communities. Test the plan by running evacuation drills, first in one section of town, one transportation corridor, then multiple sections of town and corridors. Leverage rush hour traffic patterns, run only green lights out of town, use all lanes of the road for maximum capacity. Develop community incentives and awards. Televise the drills. Compile and publish lessons learned and best practices.
