Here are ideas I believe you will find both lucrative for the each state as well as beneficial for your constituency regardless of their party affiliation.  First are proposals for safety measures, which will help protect members of the community as well as ameliorate the difficulties which many company’s emergency personnel experience during a disaster.

During a disaster, companies need emergency personnel just as the government does. These employees must often travel through different municipalities and curfew zones. Time is of the essence for the safety of the businesses as well as to prevent millions of dollars in damage. Implementing an official, Mobility Pass/ID which would work in conjunction with each state driver’s license database would exempt these personnel from many of the curfew restrictions and allow them access to their jobs in order to perform their necessary functions during an emergency disaster. CERT training can be a requirement or recomendation. Some of these men and woman are staff needed at hotels and business were the fire rescure, law enforcement, power company personnell etc. will be staying and will need supplies, housing, and food etc.. 

 

The application process could take place over the internet with the company ordering online from the website or filling out a form in person at the DMV or the county EOC. The only requirement to receive this pass would be that the applicants must have a driver license or a State official ID. Once the application is complete with the name and address of the company and the applicant’s address and name, the state would retrieve from its database of licenses the applicant’s picture based on his or her license numbers. I would recommend a fee of $150.00 per applicant for a two year mobility pass that would included a background and finger printing fee. (See Draft Procedures attached)

 

In summary, this proposal would provide better public safety and potentially help to prevent millions of dollars in damage by allowing for a quick response from private companies’ emergency personnel. As an added bonus, this will generate ten of thousands of dollars of revenue for the each state. This is the first step of being prepared for disaster.

Information about Requesting a Mobility Emergency Pass

The Board of County Commissioners can take certain measures to maintain public order during a state of emergency. After assessment of the damage following a disaster has occurred, the commissioners can impose a curfew if the situation poses a threat to the safety of the community. After a disaster has struck and a curfew has been imposed, the public roads can only be accessed by emergency crews.

 

The County Commissioners can issue mobility passes that will give the bearer an exemption to the curfew. Passes are issued in the following categories:

  • Government personnel
  • Personnel of crucial companies or organizations (Hotel & Resort staff, AT&T, FPL, etc…)
  • Business owners and members of organizations vital to assessing possible damage to their property

This application procedure is only intended for applicants from the business sector and vital organizations. They are advised to read the following information very carefully:

  • Business and vital organizations can request passes for their key personnel.
  • This pass will allow the bearer to visit his place of business to assess, repair and work at his place of business during curfew hours.
  • Proof must be submitted that one has a business at given address and/or is a member of a vital organization for which a pass is requested. Therefore a copy of the last business license fee paid should be submitted or the Tax ID #.
  • The application form has to be completed and submitted to the offices of Emergency Management, DMV or the Sheriff’s office with all necessary documents attached:
    • Copy of business license
    • Federal Tax ID # or
    • Copy of Occupational Licensing

  • The non-refundable fee of $150.00 per applicant must be submitted with each application.
  • The Mobility pass is only valid for one year. Renewal notices will be mailed out every December.
  • The person whose applications have been turned down will be notified. An appeal is not possible.
  • One will be informed by email or telephone that their application has been approved. The applicant must come in to obtain a picture ID.
  • The County Commission is authorized to verify the information that is supplied by the person/business requesting the Mobility Pass.

Exemptions:

 

Crucial staff and members of government Agencies such as Port Authority, County, Cities and Airport employees (including Airline personnel), Florida Power & Light, Bell South, and Red Cross, etc… use their own pass to go to their place of work (and return home). They do not require a hurricane pass. Aforementioned companies and organizations are required to submit a list of their essential staff members.
