Scouts
In every community across America there exists a network of individual who have been dedicated to the very concept of preparedness that is the essence of FEMA. The Boy Scouts of America have provided training to every member over the years through a variety of merit badges, training and experiences. The leaders and parents of this choice group are integral members of the community. They include just naming a few, Firemen, EMS, former and current Military Leaders, former Scouts, and just ordinary citizens and parents from across all walks of American life. As part of the progression toward Eagle Scout all scouts take First Aid, Emergency Preparedness, and learn a variety of skills just waiting and eager to help their families’ neighbors and anyone who they can assist. Over 200 members of the 111th Congress were Boy Scouts, plus some more who were girl scouts. I believe that this is a resource that must not only be utilized but encouraged. My suggestion is to contact the Scout Leadership and ask them to take part in a National Emergency Preparedness Day. In conjunction with Local, State, and National leaders these bright young individuals and their leaders would provide an unstoppable force to jump start our Nations preparedness. The Scouts live preparedness. They live being American. They are the essence of volunteerism. They live their oath which states.
On my honor, I will do my best
To do my duty to God and my Country and to obey the Scout Law;
To help other people at all times;
To keep myself physically strong, mentally awake, and morally straight.
This is a resource waiting and eager for service. I hope that you will be as excited with this suggestion as I am. Incorporating the Scouts into a National Strategy to help people prepare for the day when we need to work together. The Boy Scouts (and Girl Scouts) are already spread out and part of every community in America. Although I cannot speak for the Scout Leadership, as I am only a parent of a Scout, having worked with so many of them over the years I know that they would jump at this opportunity to help their country. In addition I would ask congress to designate 911 as National Preparadeness day and encourage a yearly practice mobilization similar to having a national "fire drill" as a 911 comemorative.
