School topics
Instead of trying to mandate students being taught about being prepared, why don't we start by using what we already have.
Many school subjects can use preparedness and disaster impacts as examples. A math class calculating the surface area required for the storage of enough camp beds for the cities population, a geography class investigating how many people are at risk of hazards in a floodplain, a biology or history class learning about how pandemics spread, a business studies class working out how much revenue would be lost from a hurricane.
It can be hard to maintain awareness of hazards and being prepared, but with small amounts of reinforcement, some of the knowledge should be retained.
