Preparedness must be a grassroots process.


Pre-disaster, non-heroic acts and decisions taken daily by everyone are the most effective preparedness. Emergency prevention and personal resilience/preparedness are built best by individual responsibility.

People will not know or care about these until education is begun in elementary school or sooner,  and through trusted social and cultural mediums and personalities. Furthermore, thorough information should be displayed and available to everyone to help them make choices like where to live, and what works and fails in a real emergency.
