Start a local internet forum specific to your state to involve people in discussions about preparedness.  We did a year ago and we now have over 300 members.  Topics of discussion include first aid, food storage, personal security, gardening, alternate power, communication and general self sufficiency.  We have a few meetups a year in various venues to get people together, we keep people informed as to what training is available. We just recently had 10 people take advantage of becoming CERTs...  Check out the site  www.mdpreparedness.com
