I don't for see any need for more than 5 points in any state accept california which might need 2 (1 north and 1 south). The big box stores already have the suppliers and they can stock all materials needed for emergancies. Each hub would have their own trucks and the access to local trucking companies if needed. You might give a tax break to any who participate. Companies like Eagles nest homes might be able to design a quick home for fast housing and they have the facilities to make them. Unlike the moble homes that have to be delivered one at a time these can be trucked in as kits to make them faster and reusable. Connect them together to have larger ones. All Depot locations and center appex hubs will be outside of any large cities so they won't gave congestion problems with inner city traffic. Hospital staff need would report to one of these hubs based on their location and needs. If you like you might comendere local city trucks for use instead of having your own trucks. All hubs have both solar and wind generators for power on demand plus back up solutions like batteries and maybe gas powered generators, by gas I mean natural gas which has it's lines below ground and almost everyone has access to it. Along the arms would also be water wells with desalinization machines for water retreaval. Fire hoses can be used as delivery systems to area's where needed. Any food stored in the hubs must have been aradiated to prevent spoilage. No need for refridgeration or expiration dates. These materials can also be cycled through local grocery stores for freshness. A tax break for any surplus stores built along an arm. Most states have surplus buildings just sitting and can be made ready as a hub.The military can also work out of any hub when needed. If the hub is large enough it might have additional housing for all helpers on an as needed bases. Water craft would also be stored at these locations along with flood proof doors. Roof access is also manditory on all locations. With the five point system less materials would need to be brought from greater distances and fast assist times would be greatly reduced. Arms of the hub can also assist the arm on either side of itself.
