All major cites with an airport have businesses like "Sky Kitchen".  They have the staff and facilities to cook thousands of meals in a few hours.  Develop Memorandums of Understanding with those businesses to produce meals in the event of an emergency.  They also have the ability to store and transport the finished meals to the designated sights.
