NCA Mission?... Prepared Strategic Programming.


The key to ensuring U.S. communities have the best opportunity to be prepared to prevent, protect from, respond to, mitigate further damage, and recover from disasters is better national command authority  strategic unity of effort across departments and agencies.  Current approach per the latest Quadrenniel analysis correctly indicates a need for the top down Key NCA Missions (defined as programs) to align with the bottom up agency specific mandated missions. While this seems a step forward in attempting to align NCA strategic program direction all the way through agency level strategic to operational/tactical field mission planning efforts,  it falls short in its lack of organizing NCA efforts per fundamental preparedness programs that better flow through all hazards, missions, contingencies. By not adopting an All of govt missions and associated contingency responsibilities via a strategic plan organized under fundamental preparedness programs, vice current QHR defined mission programs,  the NCA will continue to defeat its ability to meet its own resilient community expectations.  My submission will provide a proposed improved NCA strategic preparedness plan approach that will best drive sustained community resilience.
