Finding open channels for communication is critical to any meaningful disaster preparedness plan.

One simple approaches that I would utilize:

1. As in the process of allowing public citizens the choice of having their name placed on a "do not call list" for unwanted telephone solicitations; I would create another process similiar to this this, but instead, it would be a "please call list". In effect, I would create system where public citizens could have their name and number placed on an "emergency call list" where they would be instantly notified of pending situations that might warrent a warning. This could also be incorporated to include e-mail and text messaging.
