Sometimes, short visuals can have more impact than any pamphlet or informational site.  I would think a commercial, making people think about what they'd do in the event of a terrosist attack/natural disaster, with a link at the end for worksheets online might be helpful.

Maybe something like:

A commercial with a family practicing a fire plan with their kids, and their kids getting it and being praised.  A voice over of "You practice so your children know what to do to be safe in the event of fire.   But would they know what to do in other disasters?" 

(insert footage from natural disasters, people looking for family members, etc) 

"Would you?  Talk to your kids. Have a family plan. Be prepared."  (insert information on worksheets and info - see attached photo for example)

Worksheets can include having water, medication or food on hand, how to handle different kinds of disasters, fill-in plans on what to do if the family is split up when something happens, etc.
