A mobile sandbagging machine would be outfitted on a flatbed truck. This could be driven to sites that need to prepare for rivers that are predicted to breach their banks.

The equipment would consist of a hopper to be filled with sand or dirt from a front-end loader. The hopper would be fitted with hopper vibrators to free wet materials into a short conveyor that would fill a bagging machine. After being filled, the bags would enter a pivoting conveyor belt that could be directed to where workers are placing the sandbags.

The flatbed would be equipped with a diesel generator that would power the devices as well as lights for nighttime operations.
