Purpose This Blog

I'd like to hear from FEMA what is the purpose of these "Challenge" discussions. So far I only see comments, including some that should have been filtered, out from presumably non-FEMA folks. It would be nice to have FEMA respond to some of these. Is FEMA like the fly on the wall observing what others are writing but does not intend to engage in a discussion? Just curious.

Good question.  But I don't think they will respond with anything of substance.
FEMA has allow all the jurisdictions to received funding with no enforcement linked to the compliance measures that are in place.
There are several solutions clearly in the existing protocols, tool kits etc that are not being applied.  FEMA pushed Citizens Corp/CERT and it is not effective in communities that are labeled hard to serve.  No presence.  However FEMA funded Hazard Mitigation Planning Grants to local jurisdictions and the very groups that need to be included were clearly ignored by the local jurisdiction.
Now FEMA has a contest with no funding but requesting good ideas from us for free to give to those same local jurisdictions that are limited in there scope, application and manpower, our good ideas to do nothing.
Maybe if we were awarded 3.5 million dollars we would do a much better job than what has been done so far.  It makes me think acceptable losses is an unwritten rule.
