Japan Quakes, Tsunami

$325 Billion Dollars!! Lost in the damages, destruction, and lost property and life in 60 minutes! It took a mere 1 hour for hundreds of thousands of buildings and structures to fail in the 9.0 quake and followup tsunami along the easter coastal communities of Japan, and to create a potential nuclear secondary disaster.
It will take more than $325 Billion Dollars to recover and rebuild just the communities and infrastructure lost, for more than $700 Billion Dollars spent on everything EXCEPT preparing buildings and structures better in preventing structural failures of buildings and structures!
If it cost twice as much to construct quake and tsunami proof buildings and structures in the first place, it would have cost less than what was and will be spent in the Japan Disasters, plus fewer lives would be lost! Since it is the buildings and structures that are most vulnerable in quakes, tsunamis, tornadoes, hurricanes, floods, etc; shouldn't they be the top priority in Preparing Our Communities Before a Disaster Strikes?
